We're facing a housing crisis
Extraordinarily high property valuations have locked young people out of home ownership, rental vacancies are the lowest they’ve been and rents are rising at their fastest rate in decades. There is no shortage of heartbreaking stories from those doing it tough.
Our system has been broken for decades, incentivising speculative investment and urban sprawl instead of affordable housing and efficiently planned, livable environments. This is a result of both poor housing policy, and a broader lack of economic dynamism and genuine innovation, which has led to a lack of productive investment opportunities. This combined with ever looser monetary policy to drive debt fuelled asset bubbles, including in housing.
Fusion understands that we need deep structural changes to create a fairer and sustainable system, but also immediate assistance for those who can’t wait that long.
What we need to achieve
These are the aspiration goals that Fusion wants to aim for:
- That no Australian is forced into housing stress
- That there is a pathway to home ownership that does not rely on intergenerational wealth transfers (i.e. the Bank of Mum and Dad)
- A stronger safety net now
- Healthy rental markets and stable prices so people can move when they need to
- Strong renter rights, so renters can have a secure long-term home
- Better high density zoning and planning, so we can build vibrant, pleasant and efficient places to live instead of endless urban sprawl
- Improved efficiency standards for new and current dwellings
- Smarter regional development targets and coordination
- A more equitable taxation system that encourages productive use of land over speculation.
- That the negative but necessary effects of housing policy, which may include the fall of house prices, are monitored and mitigated.
How we get there
A National Housing Strategy
We must adopt a housing strategy that joins federal, state and local efforts to create high quality, livable, sustainable and affordable communities and recognises the needs of all Australians.
Create a National Housing Council
Fusion will establish a National Housing Council made up of qualified housing related, economic experts. This body would be responsible for establishing national standards, identifying problems and opportunities across the country, coordinating with state and local governments and allocating federal resources where appropriate.

Holistic planning with medium/high density and mixed-use zoning can curb urban sprawl, preserve natural spaces, and meet diverse housing needs. By moving beyond single-use zoning and considering the broader community in infrastructure and development plans, we can create vibrant neighbourhoods that offer economic opportunities and cater to various lifestyle preferences, making our cities more livable and sustainable and allowing them to adapt organically to changing needs.
A fairer system
Replace stamp duty with land tax
Land tax and Stamp duty are two substantial taxes for raising revenue for State Governments. However their implementation is having a perverse impact on the housing market. The Fusion Party proposes reforming these taxes.

The combination of Negative gearing and the CGT discount creates an undue advantage to speculative investors. It rewards bad management of rental properties and encourages over-investment and over-leveraging. It is one of the most generous environments for investors and not fair policy.
There are a number of possible routes for reform including:
-
Quarantining or capping negative gearing losses,
-
Limiting negative gearing to new homes or models more targeted towards affordable housing
